A New Zealand international, Deacon represented the Kiwis in 14 Tests and 35 tour matches, including a World Cup, before moving to Australia in 1972.
After a stint coaching Wagga Magpies for three years, Deacon joined Junee and was captain-coach of the Diesels for four seasons from 1976-79.
Diesels president Simon Vanzanten said the building name was the least they could do to honour Deacon.
"Bill Deacon was a legend of our club and did a lot for rugby league both in New Zealand and right here in Junee as a committee member and coach for the Diesels," he said.
Councillors unanimously carried the motion to officially name the new facility after Deacon at Tuesday night's meeting.
The official opening will be held on March 29 and feature current Group Nine players.
