The 45-year-old, who left his role as Macclesfield boss in the summer, has signed a deal until the end of the 2021/22 season at the English League One strugglers, who lie second from bottom with just one win from 13 games.
Campbell's first match in charge will be at home to league leaders Ipswich Town on Saturday.
Campbell will be assisted by Hermann Hreidarsson, while former Manchester United striker Andy Cole has been named as his forward and attack coach.
