The awards are the second accolades for Jackie Starr and Lyndal Ross, who also both received the Scouts Australia Adult Recognition Award in August.
Ms Ross said it was an honour to receive the award, but felt like the commitment was a two-way street.
"I feel like I don't need to be recognised," she said.
"Scouts has done more for me than I have for them, I'm relatively new to town and it's been a fabulous way for me to get to know people and build that community around me and my daughter and make real friendships."
After three-and-a-half years with the club, Ms Ross said the award was a way of promoting all that Scouts provides to the community.
"It gives an opportunity for young people to do things they normally wouldn't, they're learning how to be good citizens and how to explore the world, and there's a benefit to the child, to their family and to the community," she said.
