Intended as an aid for rural communities in NSW, the funding comes collaboratively from the Foundation for Rural and Regional Renewal and the Vincent Fairfax Family Foundation.
The full amount will be shared between three chosen communities in NSW, and will be delivered over five years.
"We're wanting to turn funding on its head," said program manager Alli Mudford.
"Most of the time, money goes to the organisation to develop some sort of program. With this money, we want it to be used to strengthen the non-profit organisation itself.
"This is the first time we've run this kind of funding program. It's the first time we've thought about funding as a [location] not a project based thing."
The organisation staged a statewide 'roadshow' last month, wherein delegates met with potential beneficiaries and hosted community engagement forums.
After meeting groups and organisations all over the state, five finalists have been chosen, including neighbouring Tumut and Leeton.
Nambucca Head and Moree round out the list.
During sessions in Junee, Ms Mudford said, she was impressed to hear the unique difficult faced by Junee in its proximity to other larger city centres.
"We had discussion of the key challenges, and for Junee, a lot of groups was saying that was distance," she said.
"Services tend to be in Wagga not in Junee, so the non-profit group has to also factor in travel and the costs that are associated with that."
Similarly, participants to the April sessions also agreed that Junee faces a unique set of challenges with the jail population nearby.
"People were saying that with the correctional centre, there are certain social services that need to be in the town to support everyone's needs," Ms Mudford said.
"Those kinds of services work best inside the town."
Groups within the town - be they sporting, community, cultural, or otherwise, are encouraged to make their voices heard ahead of the June 17 cut off for applications.
