The prize, awarded by the Varkey Foundation at a glittering ceremony in Dubai on Sunday night, was won by British school teacher Andria Zafirakou.
Mr Woo, the head mathematics teacher at Sydney's Cherrybrook Technology High, was one of the 10 finalists.
He was named Australia's Local Hero in January 2018 for making maths fun, encouraging young people to engage with the subject by making it relatable and interesting.
Mr Woo's flexible approach has taken the subject beyond the classroom to YouTube with his videos having been watched more than 11 million times across the world.
"The 10 of us represent the different facets of what thousands of great teachers do to serve their communities all over the world in all different ways," Mr Woo said in February when told he was a finalist.
More than 30,000 teachers from 173 countries were nominated.
Ms Zafirakou was awarded for her work at London's Alperton Community School, one of the most ethnically diverse, with students from some of Britain's poorest families and many with non-English speaking parents.
