New owner Aaron O'Rafferty have been checking off the requirements of the hotel's sale over the past few months.
The time-consuming process had taken longer than initially expected with a temporary closure required by licensing officers.
Mr O'Rafferty said the closure would be brief with the hotel expected to trade again soon.
Licensing Sergeant Nigel Turney said the closure of the pub related to the transfer of ownership.
"Because of ownership issues there was technically no licensee in place," he said.
He stated the shutdown ordered by police was not relating to compliance of responsible service regulations.
Sergeant Turney said the new owners were currently completing paperwork so the hotel could reopen.
"The ownership issue is the whole crux of the matter ... it's breakdown in the license application process," Sergeant Turney said.
Determining a new licensee falls to the Office of Liquor, Gaming and Racing.
Sergeant Turney said Mr O'Rafferty was co-operating with police and no further action was being contemplated by licensing officers.
"They've done everything we've asked of them ... they've worked well with us."
A family fun day initially planned for November 1 to raise funds for Cooinda Court, has been postponed, with Mr O'Rafferty expecting to announce a new date shortly.
