"The clay base is an excellent foundation to build a motorsport oval dirt track," contractor Leigh Sheather said.
With the first stage complete, Gasworks Motorsport will begin working towards the installation of drainage on the 390-metre track, followed by top dressing, a layer of crushed granite and sand to form the surface.
A 50-metre long safety barrier and fence will also be installed.
"This work is the result of some considerable effort and contribution over the past 12 months by the Gasworks Motorsport Inc committee members working to achieve their motorsport development objectives," Gasworks secretary Kerry Phelan said.
With stage one now complete, the track is capable of hosting motorkhanas, dirt go-karts, peewee bikes and vintage speedway demonstration runs, all of which are non-competitive events.
"This is an exciting start and we are delighted by the co-operation and assistance we have received from members of the Junee shire business community," Mr Phelan said.
"All these categories, particularly the motorkhana and go kart divisions, are about encouraging the involvement of our young folk to participate, the aim being to introduce them to the basics of driver training," he said.
Improving driver training for young people is the long-term goal of Gasworks Motorsport.
